For 17 years, from 1998 to 2015, the leading German wholesalers of plant protection products illegally colluded with each other on the prices they charged. The German Federal Cartel Office uncovered this and imposed fines totalling 157 million euros at the beginning of 2020. Such cartel agreements lead to price mark-ups for direct and indirect customers. Agricultural businesses in Germany are therefore likely to have paid a cartel mark-up for crop protection products and suffered losses in the amount of this mark-up.
